Safe City Solutions Management and Operational Review Souderton Borough

For over 10 years, the Perkiomen Watershed Conservancy has aided municipalities of the watershed in meeting the educational requirements of the Municipal Split Storm Sewer System (MS4) allow.

What is Ms4?

The MS4 plan is mandated nether the Clean Water Act and administered past the Department of Environmental Protection (DEP). The goal of this program is to reduce the amount of pollution being discharged into waterbodies from separate storm sewer systems (MS4s).

An MS4 is a collection of structures, similar a retention basin, roadside inlet or secret pipe, that are designed to collect and transport polluted stormwater and discharge information technology, untreated, into local waterways. MS4s are owned or operated by a city, boondocks or other public entity and are not continued to the sanitary sewer system or waste material water treatment plant.

Through this program, local municipalities must obtain a let to legally belch stormwater into local streams and creeks. In lodge to meet the terms of this permit, they need to create a Stormwater Management Plan (SWMP) that is designed to reduce the amount of pollution inbound local waterbodies.

Every SWMP must address the same 6 focus areas, also called Minimum Command Measures (MCMs) that are considered essential for successfully reducing stormwater pollution:

  • Public Educational activity and Outreach

  • Public Participation and Interest

  • Illicit Discharge Detection and Emptying

  • Structure Site Runoff Control

  • Mail-Construction Runoff Control

  • Pollution Prevention/Expert Housekeeping for Municipal Operations

Our MS4 Programme

  • The Perkiomen Watershed Conservancy offers annual membership opportunities to municipals inside the watershed to assist them meet the requirements of the MS4 permit.

  • Through this membership, municipalities receive various benefits (outlined below) designed to assistance them accost the minimum control measures and reduce stormwater pollution within their township or borough.

2022 Membership Benefits:

Benefactor: $1000

Benefactors are eligible for the post-obit membership benefits:

  1. Educational Articles.  You lot will exist given access to educational articles, pamphlets or handouts created past PWC to educate residents about stormwater pollution issues.

  2. Stormwater Reduction Statistics Package. This informational package will show which PWC events your municipality and/or residents participated in and provide you with statistics from those events that can exist used in your MS4 reports.  Statistics could include the number of volunteers involved/volunteer hours, amount of trash removed from a site inside your municipality, number of trees planted along riparian areas, amounts of invasive species removed from waterways, etc.

  3. Municipal MS4 Grant Program.Y'all will have the opportunity to submit a grant application to install a stormwater BMP inside your municipality.  The grant will exist submitted to PWC who will review the applications and carry out the selected project(s).

  4. Active Workshop.Your residents will be able to participate in an active workshop where PWC will demonstrate how to build and install stormwater BMPs for residential properties.  PWC will provide all the necessary equipment and materials for attendees to follow forth and build their own BMP.

  5. Municipal Staff Workshop.  Y'all will accept the opportunity to receive one PWC- provided training session for municipal staff.

Patron: $500

Patrons are eligible for the following membership benefits:

  1. Educational Articles. You will be given access to educational articles, pamphlets or handouts created past PWC to educate residents near stormwater pollution issues.

  2. Resident Workshop. You will have the opportunity to schedule a stormwater workshop for residents of your municipality. Workshops topics could include stormwater pollution, the MS4 program, ways to manage stormwater, etc.

Promoter Level: $250

Promoters are eligible for the following membership benefits:

  1. Educational Manufactures. You will be given access to educational articles, pamphlets, or handouts created by PWC to educate residents most stormwater pollution problems.
